Canada's Policy of Returning Cultural Property Sends Objects Back to Bulgaria
In March at the 40th commemoration of the 1970 Convention at UNESCO, Canada's spokesperson made it clear that Canada does not put the burden of proof onto source countries. If cultural property arrives in Canada, it's assumed to be illegal and shipped back. Other delegates at the meeting said that they were unable to prove that objects had been dug up because freshly excavated and illegal sites by their nature are not known.
